Lithuania’s Quota for Hiring Foreign Workers Remains Unchanged at 40,300 in 2024



Lithuania’s quota for hiring foreign workers will remain at 40,300 for the year 2024. This quota facilitates the hiring of third-country workers for professions in short supply within the country. The Social Security and Labour Minister, Monika Navickienė, set the 2024 quota last Friday.

The 2024 quota includes:

  • 25,100 workers in haulage and other service companies
  • 9,800 in Construction
  • 5,050 in industry
  • 300 in agriculture

Adjustments and Requirements

The ministry increased the current year’s quota by 4,300 on November 28 after the quota for hiring truck drivers from third countries was exhausted. Once the quota is exhausted, employers can still hire foreign nationals whose professions are on the list of short supply. However, they must apply to the Employment Service for a work permit, costing over 100 euros, or obtain a decision on work compliance.

Calls for Further Adjustments

Linava, the Lithuanian National Road Carriers’ Association, has urged the authorities to raise the quota limit as soon as possible to ensure that the logistics sector’s operations are not disrupted during the holiday period. They have also suggested considering the removal of quotas altogether.
